The new IDE Fix Pack for XE3 had a bug that caused the Delphi Win64 compiler to crash. This is fixed with version 5.31 which only exists for RAD Studio XE3 as this bug only affected XE3.

Thanks for the IDE Fix Pack 5.31 for XE3 Update. Everything is working great again!
THe XE2 version requires a number of BPL files (version 16) which I cannot find in my version asthe XE2 is based on version 14.
Can you please recompile the vesion XE2 with the correct files included.

Sorry, my fault ! I have XE2 at home but … still Delphi 10 on this machine !!!
In case someone has the same issue: Some of my Delphi installations did not copy all of the bpl files into the system folder (no idea why). In addition I don’t have all the Delphi bin folders in my search path (because it exceeded the limits). This causes the FixPack installer to fail. As a workaround I started the installer from the corresponding Delphi command prompt, which adds the necessary folders to the path variable.
